Our position  ·  THC-SAFEHEMP ACADEMY × SAM

Hemp Academy · A Nation That Checks · prepared for Smart Approaches to Marijuana · VIZO YOUNG

The public's medical safety comes first.

QuestionOur position
CBD — medical useNeutral. CBD and THC are different compounds under different laws, and we always speak of them separately.
THC — medical useOpposed — until its medical efficacy is proven.
THC — recreational useOpposed. Without exception.
For the farmerWe support lawful use — hemp-seed oil, cosmetics, hempcrete from the stem — and the research behind them.

Everything that follows — THC-SAFE, and courses in science, law and history — exists to support this position. Across every border, one rule: the stricter standard wins.

Prologue  ·  Two organizations, one convictionHEMP ACADEMY × SAM

Two organizations. One conviction.

United States · since 2013

SAM

Smart Approaches to Marijuana — a 501(c)(3) founded by Patrick Kennedy and Kevin Sabet. Public health first. Policy, prevention and education.

Korea · launched March 2026

CaRSA

Cannabis Regulatory Science Association — non-commercial, founded by private benefactors. Regulatory science first. Analysis, standards, education.

What we share

No industry money

Policy must serve people, not markets. Zero funding from cannabis or pharmaceutical companies for policy advice or education.

SAM supplies the policy philosophy and public-health leadership; CaRSA supplies the science and the technology that make a regulation enforceable. The Hemp Academy is where CaRSA's people are trained.

Congress has already chosen strictness.

Public Law 119-37, §781 signed — the federal definition of hemp rewritten
The plant
Total THC — THCA and Δ8 included — not more than 0.3 % by dry weight
The product
Finished hemp-derived cannabinoid products: ≤ 0.4 mg total THC per container
11 Dec 2026
In force for most products — moved from 12 Nov by the 2 Sep 2026 stopgap; products with non-natural cannabinoids keep 12 Nov

I  ·  A limit is a laboratoryHEMP ACADEMY × SAM

A limit is only as real as the laboratory that can measure it.

Total-THC = THC + 0.877 × THCA

The chemistry

THCA does not intoxicate in the jar. Heat turns it into THC. A report of Δ9 alone can be perfectly honest — and still unsafe.

The scale

0.4 mg in a whole container is a trace. It needs certified reference materials near the limit, not far above it.

The people

Every border, every lab, every inspector must be able to do this the same way. That is a workforce, not a rule.

II  ·  What happens where nobody checksHEMP ACADEMY × SAM

4 June 2026 · Dosan-myeon, Andong, Korea

Five people in their eighties. A pot of chicken soup with hemp seed. Then the ambulances.

All five recovered. The police sent the stomach contents for analysis and asked two questions: how much seed — and was the hull in it?

II  ·  The real questionHEMP ACADEMY × SAM

The question is not “hemp, or no hemp?”
It is: who checks — at which point — on what record?

9 / 39
III  ·  The principleHEMP ACADEMY × SAM

The Principle of Non-Diminution of Strictness

When two nations' rules differ, cooperation defaults to the stricter one — never the weaker.

No race to the bottom. A nation's sovereign right to hold a strict barrier against THC and synthetic cannabinoids is protected — by data that cannot be argued with.

10 / 39
III  ·  Korea — the strict baselineHEMP ACADEMY × SAM

Korea has a strict law — with doors opened one at a time.

The Act
Narcotics Control Act — seed, root and mature stem are excluded from “cannabis”; flower, leaf and resin are not
2019
Approved cannabinoid medicines may be imported for patients through the national orphan-drug center
2020
The Gyeongbuk industrial-hemp regulation-free special zone, in Andong
2025
The Supreme Court reconfirmed that CBD extracted even from seed, stem or root is a narcotic

Under the principle, this is the baseline an alliance would defend — not the one it would trade away.

IV  ·  What makes it trustworthyHEMP ACADEMY × SAM

Trust is designed, not declared.

Blind — the analyst does not know whose sample it is
Write-once — a result, once recorded, cannot be edited
Named — the checker's name stays on the record
Sixteen in one run — THCA and Δ8 are never missed

What
Total-THC at the 0.4 mg line · PK-16 and reference materials · write-once records · laws compared side by side
How
15 lectures in English, one at a time after review · hands-on in Korea · a research output to graduate
Then
Graduates teach — train-the-trainer, so the standard multiplies without being diluted

VI  ·  The proposal · two tracksHEMP ACADEMY × SAM

From defensive opposition to an enforceable alternative.

Track 1

Micro-quantification

Align with the strictest trend — total THC, 0.4 mg per container. PK-16 gives regulators the trace-level measurement that withstands lobbying. This is not an era of deregulation; it is an era of precision toxicity management.

Track 2

Non-combustible eco-industry

Regulate the drug strictly — and redirect the plant's value to verified THC-free cosmetics, hempcrete and eco-materials. An economic answer to the tax-revenue argument, with no recreational market behind it.

SAM × CaRSA Introduction and Future Collaboration Proposal, 20 July 2026.
